  • chevron_rightIs it ok to have cars parked in the street?
    No it is not. Per Pasco County, this is not permitted. Cars must be in driveways and/or garages or face ticketing from the Pasco County Sheriff's Office. If you have a special event planned or are expecting guests, you can go to the Pasco County Courthouse on Little Road and obtain a temporary parking permit for your guests. 
     
    While this is not a HOA rule, please be mindful and respectful of your neighbors. Most residents will not call on or mind if their neighbor has some guests over occasionally or has cars parked in front of their house (keyword: occasionally). But if the homeowner is repeatedly parking their car(s) in the street and creating any sort of inconvenience, the chances someone will call about it increases dramatically. Also, Pasco County Sheriff's Office has complete jurisdiction and may drive through at any time, and ticket any car in the road. Please keep this in mind when deciding whether it is worth the risk or not.

    1 year minimum. Tenants must abide by the bylaws and deed-restrictions. It is up to the homeowner to ensure that tenants understand the rules and abide by them. This includes exterior maintenance, and ensuring the grass and landscaping is kept alive. Current Pasco restrictions allow once per week, or more if certain things apply (new sod, pesticide or fungicide application etc). Property owner and tenant must make their own terms regarding allowances for watering, etc.
  • chevron_rightSidewalk obstruction in Chelsea Place
    It is unfortunate this is a common question asked by residents here, often with pets or small children, who must step into the street because cars are obstructing the sidewalk. The short answer is no, there should be no sidewalk obstruction.
     
    Please, be mindful that residents all over Chelsea Place enjoy walking or riding on the sidewalks. It is good exercise and our neighborhood is pleasing to walk around. Cars should not block the path of sidewalks. From a safety perspective, a blocked sidewalk is problematic for all residents, especially children who reside here and are taught to stay on the sidewalk. But it affects all residents.Too often they find themselves forced from the relative safety of the sidewalk into the street because sidewalk access is blocked due to a vehicle obstructing the path. 
     
    Each home in Chelsea Place was built with a -minimum- 2 car capable garage, plus space for 2 cars in the driveway. If 4+ drivers live in a home, 4 cars should be able to fit without obstructing the sidewalk. If for some reason a resident has more cars than spaces to park, they may want to consider relocating to a home with adequate parking and driveway space, or look into widening the driveway to accomodate more vehicles. The sidewalk continues through the driveway and for all practical purposes has the right of way and should be left open. Most people don't want problems with their neighbors and don't want to call about this, but a citation can be issued if someone calls about it.

  • chevron_rightHow do I know which pond # I am near?
    Generally, just giving a member of the HOA or the property manager your address will be sufficient. They should be able to figure it out for you. However, if you (Click Here), a map of Chelsea Place is available for our residents. Resident and Board Member Laura Carruthers worked on this from an old Chelsea Place map, which was more difficult to read and lacked information. Hopefully this is a little easier. Ponds are numbered. The "big" numbers on the individual lots are the lot numbers, and the small numbers are the address. 
     
  • chevron_rightI have a work vehicle with the company logo printed on the side and/or back. Is this allowed?
    No. Chelsea Place specifically restricts commercial vehicles/vehicles designated for business use, even if they are insured personally. 
     
    Article VI, Section 1(K) specifically states: No trucks, trailers, recreational vehicles, including motor homes and campers, commercial vehicles, or boats shall be allowed to be parked on the street or on any of these lots either temporarily or permanently. The term “recreational vehicle” shall not include vans used for personal use. The term “truck” shall not include pick-up trucks up to ¾ ton gross vehicle weight. Recreational vehicles may be parked for not more than (7) days in any calendar quarter.

    NO. Please do not do this to our neighborhood or your neighbors. It is a violation against our bylaws and deed restrictions as well.
